Upwork should limit the Top Rated Plus Freelancers/Agencies to 4 or 5 active projects on their profiles. This will help new or struggling freelancers to acquire some projects too.

We are constantly evaluating our policies and procedures to ensure that we are providing the best possible experience for all of our users. At this time, we do not have any plans to limit the number of active projects that Top Rated Plus Freelancers/Agencies can have on their profiles. However, we will take your suggestion into consideration as we continue to evaluate our policies and any update to the current process will be announced in the community.
