Can't submit proposal, submit button grayed out

I've checked and confirmed that there are no restrictions on your account, so this should not be the case. Could you please try using a different browser or the incognito mode of the current one? You may also clear your cache and cookies. Let us know if the issue persists with a screenshot of what you can see from your end; we'll look further into that for you.

I tried what you suggested, and I am still locked out from submitting any proposals.
