Let's not confuse the issue - I very much doubt that the OP would be asking this question if it concerned a baby, or that a client would describe their project as a "nude video" if it was an innocent home movie of their kid. So yes, I think it's safe to say that the project should be reported. (Edited to add: Come to think of it, it would be extremely ill-advised for a person to have ANY nude footage of an unrelated minor on their computer. You can't be too careful.)

I would not be quick to just say no. It depends on the type of video. Upwork says in theirTOS - "Adult content. Creating or supporting sexually explicit or pornographic content, including erotic writing". Does your video fall under that category? I mean if it is a five minute vdeo that contains 15 seconds of a 1 year old crawing across the floor with their butt sticking out would hardly be considered explicit or pornographic.
So, again it depends on the content of the video.

Indeed! Thank you for your great feedback. The client was asking for pornographic content edited. So, I decided not to do it.
