I've been offered a job to proofread and edit 700 word articles for an international school in China. They've asked me to tell them my rate -- hate doing this!! Does anyone have an idea?

I suggest asking them for a sample of the work to review and then seeing how long it takes you to edit it. With that and your target rate per hour, you should be able to give them a price.

Well... letting potential clients know what services you provide and what your rate will be to provide those services... that is very much at the core of freelancing in general and working on Upwork specifically.
So... don't hate doing it. Become comfortable with it.
Freelancers determine their own rates. Clients do not decide your rate.
