How long before we get the connects back?

I have submitted proposals, jobs are closed without the employer hiring, but I have not received my connects back.

We return Connects when a client closes their job without hiring or we find a job post has violated our Terms of Service. You can find more information here.

How can I determine if the Job is closed by the client or they hired someone else, for example, this one it is showing "Job is close" in my proposal's list.
