Hi Anthony,
if I'm not mistaken, your account is active means you can already view and bid for jobs and clients can see your profile. The video chat is a routine procedure of Upwork for new freelancers to confirm your identity such as full name, billing address and so on.
My video chat lasted less than 3 minutes.
Just reach out to the Upwork team and your registration shall be completed soon.
