Yes, you are right that Upwork's bidding prices have become very high. However, these days, due to the recession, there are a high number of proposals for every single job. This pricing may have been imposed due to an increase in the number of applications for jobs. A large number of applications can frustrate clients, causing them to lose interest and, in turn, leave posting jobs on Upwork.

However, there should be criteria for small jobs, such as those under $200-$300, where the bidding cost should be lower. Bidding with 16 connects for a small job, and then a 10% cut from the project cost, may not result in sufficient earnings.
