Not able to withdraw amount

I'm a freelancer and just finished a project but unable to withdraw money. It is keep asking me to fill W-9 form even though i submitted W-8BEN form as I'm not a US citizen

It would be best to consult with a legal advisor if you can work online as a freelancer while residing in the U.S. There are countries that require online freelancers to have the proper work documents/visas before being able to work online. In this case, it would be best to consult a legal advisor regarding your tax classification.
