I get an error message when I try to hire anyone. This happens whether I try to do it through their profile or my job posting. A ticket was created Saturday, but I haven't heard back (there isn't a phone number to call for support, just a chatbot), and now Upwork is rate-limiting me (banning me from the website). I've tried on 4 different devices.
