Errors while sending offers for some users bu not others within our account

Our account is not suspended, and the user has already been verified, yet some of our users are unable to post jobs. These select users have been posting job posts literally for years.   Included image to show the messages on the screen.  We also have a situation where it shows the job posted, and then within a minute, it is closed.
