Have a client account, cannot create freelance account

I have had a client account for a few years, and want to create a specialized freelance account on this same account.  However, when I click on "Create New Account" under My Info, it does not give me the option to create a freelance account.  There are no other instructions provided besides this method.

Please let me know what I'm doing wrong.

Please go to profile view. scroll and search for the specialzied profile.
