I can't login from my IP address

Hi, Everything was fine till yesterday. I am trying to access Upwork via my broadband but it does not even open the website. Same on my phone But when I am using my mobile data it open the website. Also When I connect the VPN it opens the website via my broadband.  I have tried changing my Mac address but still it doesn't work. I would deeply appreciate if someone can provide me with a permanent solution for this.
