I'm not able to pay through direct contract to freelancer

I'm not able to pay through a direct contract to a freelancer, then I created my account on Upwork. Even when I hire a freelancer I'm not able to pay though.  Freelancer created a $600 contract and had to pay in three phases of $200, In my account I've $250 and I'm not able to pay in the first phase through a debit card, I've tried using 4 different debit/credit cards. I've Indian Bank account. Please anyone know the solution let me know. Thanks.
