Issue with Upwork Account: Payment Applied but Not Received

A freelancer cannot accept my offer on Upwork because the platform has flagged an issue with my account. Upwork informed me that a payment has been applied to my financial account, but I haven't received anything. Why?

Hi Hiba,

 

I reviewed your account and confirmed that the refund for the canceled offer had been processed. The amount will be reflected in the original billing method in five business days.
