Is live chat support still available? When I request a live chat agent, "Get Help" chat cannot recognize the request.

I have a contractor, and his pay was refunded because the account used to hire him was from a former team member, and he got a notification that it was refunded to us. Can I check from Upwork if the amount was reimbursed from the visa card we used to pay the contractor? We just wanted to make sure that we are not double-paying him. We created a new contract for him from our boss's client account.
