Payooneer account cant be associated

Whenever I try to link my payooner account it gives me that error saying " this account cant be associated "   
Could you please help ASAP?

I am using google sign in, then I changed my e-mail to another 
when I try to login with the new one it tells me that my mail is not activated yet 

i received a confirmation mail and it forwards me to login page to confirm my new e mail : 
but when i login it tells me " this account uses google sign in " when i use google it tells me " this mail is not activated " 
and so on .. i am running in cyrcle! and I am still using my old one to login
