I need help on how to create an effective cover letter to represent myself. I also would like to know how many works create an effective portfolio?

James,
1. Please study this blog post how to write effect cover letter.
https://www.upwork.com/blog/2010/05/how-to-write-a-cover-letter/
2. There is no limit to add portfolio items in your profile. Try to add jobs work through Upwork. That is better.

I've got four. Seems to suffice.

Yeah, there is no upper limit so you can add as much as possible.

James,
Your overview is weak - "... to gain experience and to learn ...". Clients don't want freelancers who are gaining experience and learning on their dime.
You don't state what you can offer to a client ... you have only one not so great portfolio sample. I would concentrate on school for awhile first, and educate yourself about the business of being a freelancer. Because there's a lot more to it that just learning the software.

Think about these questions:
Who you are? What do you do? what problems do you solve? why a potential client should hire you?
Can you show him/her some proofs of your work?
These will lead you to create an effective cover letter.
About how many works to include in your portfolio... no so much buddy, among 3-5 would be enough.
Good luck!

With having multiple amazing portfolio, top rated profile, more than 50 projects still don't get invitation, why?
