It looks like your issuing bank declined this transaction. Please reach out to them for more information about why this transaction was declined.
In the meantime, please add an alternative billing method to be able to purchase Connects for your account.

Hello Upwork Support,
I was trying to buy connects and even added a VISA Debit Card, which though processed with OTP could not clear the transcation and in my Upwork a/c's
"Billing & payments" page, it now shows "Payment was declined"
Can you please help with a reason because I know for sure that this a/c has the amount that would have been required for the payment.

Dear Upwork Support,
I was trying to buy a pack of 60 connects for $9 USD with a valid & active VISA debit card. But seems that the transaction failed and in the Billing & Payments section of my Upwork account it displays "Payment was declined" in Red against my card.
Some directions from the authorised concern in this relate is being highly anticipated.

My friend, I am just a freelancer.
Debit Card that you are using in “Billing&payments” may not be compatible with international payment. First make sure that the Debit Card you added to the “Billing&payments” is suitable for international payments, as some debit cards are not compatible with international payments. Even then, if you face the same problem, please contact the payment issuing bank and inquire why the payment is being declined.
I hope, the issue will be resolved.
Please sort out the exact cause of the problem before proceeding further any more.

You will need to scroll to the bottom of the page and click on the green button "Buy Connects. You can also try clearing your cache and cookies or logging in with another browser to complete the process. Thank you.

Hi Muhammad,
Before purchasing Connects or a membership plan, you’ll need to add a Billing Method to your account. Please know that Upwork currently accepts Visa, Discover, Diners Club, Diners Club International, Mastercard, and American Express. Prepaid cards are also accepted. You can find more information here.
I checked but could not replicate the issue you are experiencing. Could you please clear your cache and cookies or log in with another browser to check if the issue persists? You should be able to add your billing method by going to Settings > Billing Methods > Add Method.
