Activity on this job??? Hire??

Hello, 

I recently came across a job that I saw posted that seemed a perfect fit for my skils. The job had been posted only 15 minutes prior, so I immediatley put together a proposal, added the required connects and submitted my proposal.

Then I notice the following:

Does this mean that the person posting this job has already hired? What is happening here?

Yes, that is correct. That means the client has already hired a freelancer for their project.

I applied to this job within 15 minutes after it was posted. If the job poster was intent on hiring a specific individual then why did you (Upwork) collect my connects for this job. it cost me 12 connects (and time) to apply for a job that would never hire as they are intent on hiring a speccific person. My conects for this job should be refunded.
