It could be. Maybe they want to negotiate a lower rate. In any case, it's against the ToS.

I can't think of any reason why this would not be a scam. A money transfer is always in exchange for something: a service or a product. Paying to get payed sounds a lot like a scam.

What reasons do they give you for this requirement?

Of course it's a scam for a client to request money from you - there's no real job, they're just going to steal your money and disappear. Use the "flag as inappropriate" link at the top of their project page to report them.
