How can I change the country code for the phone verification?

I am a US military spouse living in Germany. I completed the profile but at the end it requires a US zip code (which is not a problem since all APO AE mailing addresses actually go to NY), but for phone verification there is no opportunity to change the country code to +49 for Germany. In addition, if potential employers only see the city, I don't want them to be mislead by thinking I'm physically in NYC.
