Unable to upgrade my membership

I tried to upgrade my freelancer account with my Visa Debit card, unfortunately I am receiving the same error again and again that payment can't be processed please try again later. 

I have verified Paypal account, yet I am unable to process the payment. PFA

Please don't provide me generic response like other community members, I've tried all the available payment option.
