Freelancer not responding

I had a freelancer claim she was ill and the project would be postponed by 30 days. She offered to bypass Upwork for a refund.  I responded that she should attend to her health. After 30 days I contacted her and got no reply. I then requested a refund and she has still not replied. 

 

It was not an hourly contract. This is the second time a freelancer has ghosted. The last case I opened was closed without a review. 

 

I'm willing to start a paypal dispute.
