Result is not matching with client requirement

Dear Experts,

I'm new at Upwork.

I've received a job officer (Data Scraping from Business Directory) from a client. Directory site is showing total 4100 data/website & client was expected to get all this 4100 data/website.

But physically when I started working on this, at the very last stage I found total 3015 data/website only.

There is 20 filter option for City/State.

Once I filter a single city, It shows maximum 15 page (each page consist only 15 data/website)

That means I can scrap maximum 225 (15 Page x 15 data). Although if the city has more than 225 data/website.

The problem is found only when the city/state has more that 225 Data/website.

Anyway, finally I can scrap total 3015 data out of 4100.
Threre is not any scope to use any tools or any other filter option to get all 4100 data. It's a technical problem on that Business Directory site.

Now how should I infrom to my client & submit my result. (It is an hourly job)

I'm affried if client want refund the money or give me bad review...

Please help to suggest me, what should I do now.

If Client disagree to accept the project, can I ask him for refund the amount for a good review???
Or it's against Upwork terms & conditions.

You cannot ask for good review, it is rules violation.

But you can propose something like "i will refund and hope it won't lead to bad review".
