Upwork Ignores Its Own Rules?

I've encountered several cases where Upwork seems to ignore its own rules, including issues of plagiarism and the use of multiple profiles. I've reported these incidents several times, but none of the reports have led to the suspension of any negligent members from the Upwork community. They continue to work and gain new clients. From what I can tell, it seems these rules aren't truly enforced by Upwork unless a user is either continuously landing clients or is legally challenged for using copyrighted material. Am I wrong? Does anyone have different experience with the platform?
